The Federal Government inaugurated the Third National Action Plan on United Nations Security Council Resolution 1325 for 2024-2028 in Abuja on December 16, 2025. First Lady Oluremi Tinubu launched the plan, represented by Laila Barau, wife of the Deputy Senate President. The initiative addresses insecurity’s severe effects on women and girls while promoting their role in peacebuilding.
The plan aligns with President Bola Tinubu’s Renewed Hope Agenda, placing women, children, families, and vulnerable groups at the heart of national stability and governance. Minister of Women Affairs and Social Development Imaan Sulaiman-Ibrahim highlighted its focus on inclusion and sustainable peace. She announced a new National Technical Working Committee, chaired by her ministry, to coordinate implementation and monitoring.
The First Lady marked the 25th anniversary of the resolution, adopted in 2000, and noted Nigeria’s earlier plans in 2013 and 2017. She praised women’s resilience in conflict mediation and community rebuilding amid hardship. “Today, guided by the Renewed Agenda of President Bola Tinubu, which prioritises inclusion, stability, and collective progress, we step forward with our third national action plan,” she stated.
UN Women representative Peter Mancha outlined the plan’s five pillars: prevention and disaster preparedness; participation and representation; protection and prosecution; crisis management, early recovery, and post-conflict reconstruction; and partnership coordination. Developers tackled past issues like limited awareness, weak political will, inadequate funding, and poor coordination through a participatory approach involving all geopolitical zones.
The plan will extend to all 36 states and the Federal Capital Territory via grassroots initiatives. High-level endorsements came from the President, National Assembly, and security chiefs. Partners include UN Women and the governments of Norway and Germany.
Sulaiman-Ibrahim called for justice through inclusion and wisdom. As insecurity continues to displace families and claim lives, this framework seeks to empower women as key agents in forging lasting peace across the nation.
